Support for training of pensioners and unemployed in 2025

If your association is a member of the Citizens’ Forum member organisation, you can apply for support for a course aimed at pensioners and unemployed. Courses must take place between January 1 and May 31, 2025. 

Applications for 2025 open in November. The application form must be submitted alongside the annual course hours quota application.

Conditions for implementing the course and receiving support

  • The course must have at least eight students who are retirees or unemployed. Other students can also join the course. 
  • The organising association is responsible for arranging the course. 
  • Support is available if the course promotes active citizenship and social participation and has a clear budget. 
  • If applying for this support, familiarity with course support and the Skaftuki service is required. If unfamiliar, please learn more about it and contact Citizens’ Forum’s educational planners for help if needed. 
  • The course must be included in the association’s 2025 annual course hours quota application, submitted in November. 
  • The maximum support is €45 / per lesson. 
  • Citizens’ Forum support cannot exceed the total course costs. 
  • A maximum of 40 course hours per association is eligible for support. 
  • If an association is applying for support for multiple courses, a separate application form must be submitted for each course. 
  • The participant list and cost receipts for each course must be attached to the course report in the Skaftuki service. 

Decisions

Decisions on supported courses will be made by December 30, 2024. Priority will be given to applicants who did not receive support in 2024. The support will be paid to the association as increased course support after the course report is completed in the Skaftuki service. 

Additional information

The support aims to encourage retirees and the unemployed to participate in educational courses. It is based on a study voucher subsidy from the Finnish National Agency for Education.
